We are currently hiring a Director of Estimating & Operational Performance for our client, a reputable construction company based in Dubai.

The candidate will be responsible for overseeing the overall organization, productivity, and quality of the Estimating Department, as well as the Operational Performance function across the Middle East region. He/She will ensure excellence in tender strategy, bid preparation, cost accuracy, and performance reporting, in alignment with the company’s standards and strategic objectives in road construction and maintenance

 

RESPONSIBILITIES

  1. ESTIMATING & TENDERS
  • Lead and guarantee the quality, competitiveness, and strategic alignment of the regional order book.
  • Guide the regional tender strategy by analyzing market trends, client requirements, pricing dynamics, and competitor positioning.
  • Manage, supervise, and develop the local estimating managers and their teams.
  • Oversee the preparation of high‑quality tender submissions involving strategic elements.
  • Ensure robust and reliable cost estimates.
  • Facilitate internal tender reviews.
  • Maintain strong relationships with clients, consultants, partners, and subcontractors.
  • Ensure the Estimating Department remains up to date with market conditions.
  • Drive continuous improvement and innovation.
  • Lead preparation for Tender Committee / Market Commission submissions.

  1. OPERATIONAL PERFORMANCE
  • Develop and implement performance‑tracking tools for major projects.
  • Collect and analyze site feedback and performance indicators.
  • Ensure milestones at 0%, 20%, 50%, and 80% progress are reviewed.
  • Provide support missions to project teams.
  • Supervise preparation of lessons‑learned reports and best‑practice documentation.

 

QUALIFICATIONS/REQUIREMENTS

  • Master’s degree in Construction Engineering or equivalent experience.
  • 15+ years experience in estimating, tendering, or technical management.
  • French speaking Preferred but not mandatory
  • Strong command of Excel, Word, Outlook; knowledge of MS Project, Bluebeam, AutoCAD.
  • Strong understanding of road works, asphalt production, pavement design, earthworks, drainage, and civil works.
